Educational Service Contracting (ESC)

Program Description

Educational Service Contracting (ESC) is a partnership program by the Department of Education (DepEd) aimed at decongesting overcrowded public junior high schools. In ESC, the excess capacities of certified private junior high schools are contracted through slot allocations for students who would otherwise have gone to public schools.

The slots come with subsidies called ESC grants, and program beneficiaries are called ESC grantees or, for the purposes of these guidelines, simply grantees.

Role of PEAC
The Private Education Assistance Committee (PEAC) has been contracted by the DepEd to administer the ESC and TSS programs. PEAC is the trustee of the Fund for Assistance to Private Education (FAPE), a perpetual fund created to provide assistance to private education in the country. PEAC is represented nationally by its National Secretariat (PEAC NS) and in each region by its Regional Secretariats (PEAC RS).

The PEAC NS has the following responsibilities:

1. Provide the infrastructure, systems, coordination and controls required for the smooth implementation of the ESC and TSS programs.

2. Provide in-service training of teachers in ESC-participating Schools and conduct pertinent research

3. The PEAC RSs shall be the first line of program support to ESC-participating Schools in the regions.

The PEAC RS has the following responsibilities:

1. Manage day-to-day implementation and coordinate its efforts with its efforts with its RPCom and the PEAC NS

2. Advise, guide and/or assist schools in complying with the guidelines

3. Conduct field audits and training and mentoring sessions as may be needed in their regions.
4. The Regional Program Committees (RPComs) shall oversee compliance of participating schools in their regions with the policies and guidelines of the GASTPE programs of assistance. It shall resolve problems that may occur and recommend measures to improve program implementation.

The RPCom in each region is composed of representatives from DepEd and the PEAC RS with the DepEd Regional Director as Chair and the PEAC Regional Program Director as Co-Chair.

2. Accomplish the Application form and Fill-out all the details. Don't forget to Sign the document.

3. Attach with Photocopy / Scanned Copy of Birth Certificate

4. Scan or Take a Clear Photo of your COMPLETED Application Form.

5. Submit your COMPLETED APPLICATION Form here and follow the provided procedure.

6. Attach your ESC form and proof of financial means / capacity.

7. Take note of your reference number, a reference number will be given to those who will apply for the Grant.

8. Wait for an email confirmation regarding the status of your application.

Note: Please keep the original copy of the application form, approved ESC - Grantees are required to submit it to the school via appointment.

If the concerned person is :

1. Employed in the Philippines

Required Documents :
- Lastest Annual Income Tax Return OR
- Certificate of Employment*

2. Employed Abroad

Required Documents :
- Certificate of Employment*

Where to obtain document if not readily available :
- Employer

3. Unemployed and without income

Required Documents :
- Certificate of Non-filing of Income Tax Return
OR
- Municipal Certificate of Unemployment

Where to obtain document if not readily available :
- Bureau of Internal Revenue
- Mayor's Office (NOT from the Baranggay or the City Assessor's office)

4. Unemployed but with other sources of income

Required Documents :
- Affidavit of Financial Support stating monthly support provided;
OR
- Affidavit of Unemployment

Where to obtain document if not readily available :
- Notary Public

* The certificate of employment should state the person's occupation and gross income.
For employees, gross monthly income refers to the gross monthly wages or salaries before taxes and other deductions.
It includes basic pay, overtime pay, commissions, tips, allowances, and one-twelfth of annual bonuses.


For all others, it refers to the average monthly earnings from their business, trade, profession, investments, and/or pensions.

PROCEDURES :

2. Fill-out the necessary information in the contract.

3. Scan or Take a photo of the accomplished contract by clicking here

4. Undergo the REQUIRED Online Voucher Orientation.

5. Submit ORIGINAL COPY of the application and contract form in school by setting an appointment, or thru any available courier facility.

School on Selecting Grantees

ESC - Participating Schools shall give preference to graduates of public elementary schools and its deserving students.

The school committee shall profile and assess the students considered for ESC grants and select grantees based on need, given the limited slots allocated to the school.

Amount of ESC - GRANT

The amount of the grant depends on the location of the ESC - participating JHS and is quoted per ESC grantee per school year.
The amount granted shall remain the same over its four - year term, unless adjustments are approved by the State Assistance Council.

The amounts of the ground are shown below :

Grade 7 - Schools in NCR - PHP 13,000.00
Grade 8 - Schools in NCR - PHP 13, 000.00
Grade 9 - Schools in NCR - PHP 13,000.00
Grade 10 - Schools in NCR - PHP 13,000.00
